Exactly this. There's nothing wrong with her design. The problem is the premise. Shelly is just a cocky policewoman.
Which pales in comparison to the Build trinity protagonists.
She's on the same level as Leonard from Redneck Rampage in terms of charisma, who's just.... a redneck.

Caleb, Duke and Wang have their lines as references but they're very distinct from each other in terms of personality and the VAs help to emphasize that.
