Several years ago I put all the Ys games (including the Dawn fansub/dub release) on my PSP. I used the "PCE for PSP 0.83 ME" emulator. Ran the games pretty good Here's a link to the emu:

For running CD games:
>extract the folder and place it into your PSP/GAME folder
>CD ROM games can be left in their own, named folders which should contain the audio tracks as MP3s, 1 or 2 ISO files and a TOC file and each one labeled only as a number (ex: 01.mp3, 02.iso, 03.mp3, etc. Only the TOC file will be labeled with the game title, all one word no spaces and lowercase). Not sure if that's the standard for PC-CDROM emulation but that's how I have mine.
>Place the system V3.00 card file (.PCE) in the root folder where the EBOOT is.
>go back to XMB and boot emulator
>select system card file and run it
>once the system screen loads you can press the L button to access the emulator's main menu
>select cd change
>now you can choose your game's folder and select its TOC file
>back in the main menu select Continue and press the START button on the system screen (a.k.a. the Run button) to boot the game.

There's also other options in the menu but I'll let you figure that stuff out on your own. As it happens most of it is in english despite it being made by a japanese dev so figuring things out shouldn't be too hard.
Also, this link has a method for injecting CD-ROM titles unlike the one you provided. Seems complicated.

Dawn of Ys is still the best version of Ys IV, imo.
Love the art, the spritework and the music (but, being on the PCECD, that's a given).
Lots of people get their panties in a bunch over "that scene", but I like it, and it could still be canon, who knows.

Also, anyone played Startling Odyssey II? It's been on my backlog since the translation came out years ago, but I never tried it.
