It's just a cozy arcade racer like Super Hang-On, Top Gear, or Road Rash. If you prefer 32-bit there's always Daytona and Ridge Racer, or SEGA Rally

Japanese is the cheapest way to go... Basic stuff like Virtua Fighter 2, Virtua Cop, and Daytona should be cheap (they were pack-ins at one point). Puzzle games are usually cheap and good. Most people like Manx TT, not amazing but imo it's better than the Saturn/3DO version of Road Rash.

In the west it was known for mainly sports and fighting games, I've seen Battle Arena Toshinden go for relatively cheap. Sports games are always cheap including the ones made by SEGA... Look for anything with SEGA Sports logo (including Daytona and SEGA Rally)

Also worth pointing out that none of those obscure shmups had anything to do with Saturn's success in the west, people bought it mostly for sports and fighting games. Only good shmups on it anyway are the Konami shmups and a handful of others, some of which are Genesis ports
