I can't. because PB's Discord is currently nuked. But I'll hand out a quick summary before the said demise happened:
An announcement was made in the PB Discord that handouts for subsequent test builds now require being acknowledged as an official bug tester of sorts. Chimpout ensues, the highlight with the PB dev saying that they went for that decision in order to avoid (alleged) flak from Markymark and the BD "community".
