I don't know for sure, but I don't think Sega had access to the music scores for the Batman games. None of the Sega developed or produced Batman games ever used themes from the movies or TV shows they came from.

Not even that Batman & Robin Sega CD driving game that has original animated cut-scenes from the TAS production team has music from the TV show. Spencer Nilsen did the music for the cutscenes. He also did the music for Batman Returns of the Sega CD. The Genesis Batman and Batman Returns games never use the movie themes either.

Maybe Sega only had the license to Batman, but not specific licenses for the shows or movies?

Personally I like the Jesper Kyd soundtrack.
