Sega Saturn original, or the PS1 port, but 3DS is the definitive version, and you get the map on the bottom screen all the time so you don't have to pause the game to look at it.
I know 3DS has an emulator but I never tried it myself though.

So is there a translation for the PS1 versions of SMT I and II? If not I'll just play the SNES roms on my OG Xbox since I have it hooked up to my trusty CRT.

Soul Hackers is more mid to late 90s, but yes, absolutely 90s. Although the game itself is not set in the 90s, it's a very 90s vision of the future.
