You can dodge their shots entirely by strafing at full speed. Unlike Doom enemies, you can't meaningfully stunlock Duke hitscanners unless you're close enough to kick them.

This, but you can dodge them without cover, you just have to be moving at full speed. Also make liberal use of the mighty boot. It makes the difference between killing a pig cop in one shell instead of two.
