The problem with that pic is that it's all so situational. You may absolutely want to use rockets on a Revenant if they're sniping at you and you want them dead immediately. It takes two shotgun shells to kill a Lost Soul, so it's not like they're as worthless as the zombies. A Mancubus is more likely to stun with a super shotty than a rocket, and can even stun easily from a chaingun. And I've absofuckinglutely used a BFG to take care of Archviles that are making a mess of things. I guess it could be useful in broad strokes, but the whole thing with enemy prioritization in Doom is that there's so many variables in flux that it's not a good idea to think in such dogmatic categories like "Don't use the rocket launcher on the Arachnotron" or whatever.

Anyway, that's a good question. It's hard to tell (at least for me) because it's not like people share demos anymore, so I don't really know how most people play except for when I look at a UV-Max video or something. With how tough modern maps are, my kneejerk reaction would put the bar of "good enough to at least stand a chance with most stuff" at "can beat Plutonia UV."

I don't think we have the kind of community to make DHTs meaningful. The only thing I can think of for making it relevant is if a source port remembered your stats on levels and would give you little medals for completing requirements (pistol start a level, beat an episode pistol starting, etc). Or maybe something like FragTrak. https://forum.zdoom.org/viewtopic.php?f=19&t=46413
