Something to keep in mind is that all the Japanese were getting into the Pre-rendered Graphics craze all within the same time span, but the problem was that the machines were foreign-made and the instructions and learning material was all in English. Rareware and other Western companies could figure it out just fine, but even Nintendo, despite striking up a massive deal with SGI to have the machines and software back the N64 architecture, could barely figure out the technology due to the language barrier and lack of pre-existing knowledge. The Japs knew it was hot tech though, and they learned pretty fast on how to make pre-rendered graphics to avoid falling behind. Plus, it really helped that the PS1 used big CD-Roms and marketed itself on playing lots of FMV cutscenes and high quality movie files with ease. This is why most Japanese pre-renders look bad in their first attempts but absolutely gorgeous on the second or third game that uses them.

Just look at Square Enix.
