For any standard analogue signal (480i/480p/720p/1080i) I would rather use a PVM/BVM because not only it's a plug and play solution, but also because I'm sure the signal wont get mistreated like what you see in most converters/scalers.

Now, if I want higher resolutions and refresh rates, of course the PC monitor is the clear winner. It wouldnt make sense to display PC content on a PVM/BVM.

No, cheap VGA CRTs cant even come close to professional-level equipment. You can say they may produce a similar picture/look in certain resolutions, but one was produced for the mass market and the other had the best components and engineering put into it to produce the best picture possible.

Cheap options are gaming LCD or CRT.
