No those are different

Enable Mouselook allows you to *look* up and down, a purely visual effect
Allow Vertical Aiming allows you to *aim* up and down, which actually affects gameplay

The difference is, with the first on and the second off you can look at the floor or ceiling but your shots will still go straight forward
