If your answer to all of these answers is "Yes!", then I think the answer is obvious. Replace maps with mods to get the same answer for gameplay mods and what not.

Consider that making maps for Doom is fairly easy, especially with modern tools like Slade and Ultimate Doombuilder, which are flexible and easy to use. MBF21 is an overall feature rich and powerful map format that's easy to grasp, and if you want to bother with its extended and more useful DeHacked, then the DecoHack utility makes that very easy to do. You of course also have the advantages of UMAPINFO, and then we have the ZDoom side, where you have the infinite flexibility of UDMF format, along with Decorate and ZScript.
There's many good and useful resources for this too.

tl;dr if it seems like a fun idea, try it, you can plain just noodle away at little experiments at your own pace, maybe you'll come up with something cool
