I think you'd really need to look to indie studios. Most publishers just want to appeal to mainstream audiences and things like the backlash to Shenmue 3s characters that most people aren't interested in the 90s, SGI workstation look and just want everything to either look realistic or like a Pixar movie.

Persona 1 is all about mood. It's got a dreamy atmosphere that I really like. Great music too. Character development is a bit muted but not nearly as absent as others might lead to believe, it's just that the world takes point. I still say the P1 crew is the coolest bunch of teens in the series.

P1 is a game I find more interesting then good. The thought and effort put into story and atmosphere are really great.
