He was giving them ideas and advice and staying up to date on development of both games. He has talked about going to the offices of Raven and Apogee to play the latest alpha and beta builds just because he loves games. It was his idea and insistance that got Carmack and the other founders to agree to license out their engine and Romero picked Raven specifically to work with first. He was a brainchild but I wouldn't say it's a stretch to say like:
>Romero has seen all the story and design materals for Heretic as they are being fleshed out
>Carmack decides after telling Tom Hall and Scott Miller they would license a Wolfenstein 3D sequel to Apogee to do, changes his and says that the offer is no longer on the table as he doesn't want competition for Doom's release but allows them to still use the engine (and even helps with additional code, some of Doom's networking code ended up in ROTT as well)
>Romero is of course aware of this and feels bad, is talking to Tom throughout and so is aware of the decision to scrap previous world for Wolf3D Part II and make a different shooter, wants to call it "Rise of the Triad"

Not saying the above scenario is what happened but it's a believable one, it's not hard for me to buy.

It would explain the magical artifacts in ROTT like God Mode, Dog Mode and the Dark Staff, the Monks and El Oscuro being able to use spells and El Oscuro's true form being a serpent type creature that lays eggs.
