Zelda 2 comes some time after Zelda 1. Princess Zelda has been put into a magic slumber by some bad guy and Link needs to get the Triforce to wake her up. Ganon is dead at this point, and his followers want to kill Link and use his blood to revive Ganon. That's why he shows up on the game over screen and laughs. That's how I know it, at least.
