It works pretty well. It works well enough that it's possible to stumble into little death spirals. Once you get those "largest" type of wealthy residential, the services have to be maintained for them. If somehow things fall behind, the same building will become absolutely jam packed to the brim with an overwhelming number of poor. Like, it's not possible to provide enough city services to satiate that many poor people in such a small space. I'm sure any layout that doing sufficient min/max on density can fall into the same trap.

SimCity 2000 was a great game with amusing weird tie-in games. I personally feel the peak of the franchise was SimCity 4, but I still fully enjoy SimCity 2000.

4 is the best of the series, but there isn't really anything wrong with 3. I guess it was somewhat disheartening when importing levels from 2 that the arcology all vanished because they were discontinued.
