That game is a lot like VTMB in the sense that it sporadically jumps back and forth from being an actual 10/10 to movie-game-tier jank. Unlike VTMB instead of having production just killed one day randomly by the publisher it went through multiple different studios with completely different visions, so the end result was completely schizophrenic and full of bugs. The PC might actually have worse jank than the Xbox. I heard only one guy was on the "team" that ported the PC version. Pic related is about the development but obviously take it with a pinch of salt.

It's really hard to recommend because whats good is amazing but whats bad is steam indie asset-flip shit.

That game is not underrated. It's completely fairly rated. It was a masterpiece that got taken from the original studio and transferred around. In terms of quality it is a lot like VTM:B except less good parts.
