Try Legend of Oasis, has an Arabian theme similar to its predecessor on Genesis, which is actually the second game (Oasis began on SMS). You might like Shining Wisdom as well, has less of an anime aesthetic than Rayearth. Personally though I really enjoyed what I played of Magic Knight Rayearth.

To answer your question no, not all Saturn games are like this, but it has the unfortunate problem of attracting a lot of otaku types because of its popular status in Japan.
