I don't think the phrase "best" exists as an answer to your question OP. Now with that cleared up, I'm going to get a little bit wordy and sentimental and it probably is going to spill over into several large posts.

As mentioned "best" as an objective term doesn't exist. But, this is my favorite game period. When I clued into this game it had been out for several years. Ironically the only reason I knew it existed was because of Simon B's shmup radio that was running at the time. Moving on;

The music is great, Yasuhisa Watanabe really gave it a signature feel that stands as unique as his work in Metal Black

Anyways the game, Sounded really far out to me. I imported I think that weekend, or maybe it was the end of that month? I can't remember.

Sound:
To say nothing of the sound. I don't play many games where every sound effect in that game just fits with what I mentally think it should sound like. Enemy laser sounds fit the headcanon of what they should sound like and the sparks that fly during beam struggles makes it all the more satisfying to do them.

Looks:
The Graphics are top notch. Visually it still looks amazing to me and probably will always withstand the test of time in my eyes. The explosions are pretty satisfying. The design of the stations you're going to are elaborate. And the boss design is pretty interesting. The range of colors is great. The difference in the primary colors used during different borders is also good. Space also feels like "space" which is the hardest thing to put to words as is seeing a battle rage behind in stage 3.

I've been playing border down for the last week or so, I'm really liking it.

I just bought a dreamcast and didn't realize it was such a shmup machine. Border down is the most fun shmup on the system in my humble opinion
