With all the advances in technology, why haven't they made classic style arcades that don't consume a lot of power?

Now I know this is blasphemy to a lot of you but stick with me. Why not put little PC's in an arcade cabinet and emulate the game? Licensing wouldn't be a huge issue if the game company got their share.

Am I missing something? Did the time of the arcade truly pass in the states?
