Vampire Savior on Saturn is virtually arcade perfect with all of the animation frames intact and no loading times except for a short one when you start the game.
Plus, it has the 3 Hunter characters that are missing from arcade.
For some reason, Saturn VS is the only one that requires you to do a challenge to unlock Oboro Bishamon, so have that in mind.
Vampire Hunter on Saturn is also good but not arcade perfect, missing some animation frames but still pretty fuild, Saturn SFA2-levels of good.
These versions also have training mode, and custom options.

Didn't Vampire Resurrection include the Hunter characters too? Or they did the same Hunter 2/Savior 2 thing where you can only choose some of them?
Anyway, I agree with the other anons, Saturn is probably the best version. Other than very insignificant minor differences (sounds different than the arcade version, but that isn't bad, it has its own "Saturn sound", and still is the same music in the end, just slightly different soundfront), and a slight smaller wide screen size (you can still chose "arcade screen" in the options though, the characters can step a few pixels out of the right and left borders), it's the exact same game as the arcade. No missing frames, 1:1 gameplay, and the bonus of having Hunter characters from the get go. Since it uses the 4MB cart, there's also no loading screens, only one short one at the beginning of the game. This is a huge plus.
It lacks any other extra modes other than arcade and VS mode, so, it's just the arcade game, no training mode or survival or whatever, but considering the port is virtually perfect, you can excuse that. You can improvise a training mode if you set up infinite health on player 2 on the secret option menu.
The game also requires you to get good in order to unlock the cool stuff though, unlocking the secret menu (to get english options, customizable GUI and other stuff) isn't too hard, just beat the game without continuing once, but to unlock Oboro Bishamon you need to perform a series of EX attacks as finishers for a number of matches, not lose a single match, and then defeat Oboro Bishamon, only 1 attempt. But once you do, you can select him freely anytime. On every other version you can just choose him without having to actually fight him.
From what I can remember, the PS2 had the problem of having a weird slight input lag, it wasn't perfect. Never played the PSP port or DC.

PS1 versions definitely not, the port of Darkstalkers 1 wasn't even handled by Capcom and is severely choppy.
My favorite way to play Darkstalkers 3 is on Saturn, the game is arcade perfect as far as I can tell outside of some sound differences, and it includes the Hunter characters (donovan, pyron, huitzl).

I haven't tried the ps3 collection but I think that might be your best bet. Or try to get the PS2 version with the special Saturn controller, but I remember reading that one has some input lag issues, not sure if that's true.
