1. The game was re-released with the ability to create fan missions and new levels from the NA/EU version.

2. The devs asked people to send in their best levels. Presumably this meant mailing in memory cards which I presume were mailed back.
3. The best levels were selected and released on its own disc as a budget expansion pack. For some reason, I never see Tenchu fans discuss this.

Check out the first level playthrough here, and see how they play. The rice ball is stupidly useful. Shirukens take out dogs well.
