i don't remember any 2D NPCs, only the backgrounds look horrible but since you spent also a lot of time battling you have to choose between

a) jaggy and grainy models with blurred backgrounds

b) stuttering 3D Hi res models with ugly pixelized backgrounds

that is the only options for 3D psx games
