I think it comes down to personal interpretations or preference for this one. To me, I always imagined he had a human appearance but seemed robotic since he was (basically) a computer program and the game was about him [deleting] the villains from the system. Being a merciless and coldly calculating anti-virus of sorts he went straight for the kill with an emotionless face and direct attacks. In Kabuki theater faces tend to be rigid or nearly immobile (or mask-like) as well, which adds verisimilitude to this theory.

Think a White and Red Kabuki Mask with maybe a dash of cybernetic influence (like robotic eyes or a rigid unnatural jawline) would be my guess. Much is given to the imagination because of the limits of the graphics so I'd say just go with what you like the best. Or you could go by this screen shot from the intro, your call.
