You will have a hard time locating an available Arcade VGA card, plus CRT_Emudriver for windows *works only on XP for now but it is already working in beta for windows 7* can output composite sync, of course you can always use linux to do this in an easier way

Just mixing the sync cables can be risky for your videocard,

Making the HD15 to DB 25 cable will cost you about $10, why don't you try it first?
