Still doesn't make a whole lot of sense to me. Keep in mind that at this point of the story, the Death Egg was just about to be launched into space but failed. Eggman doesn't have time to sit around under some satellite dish all day - he's got way more pressing things to worry about. If anything, get one of his EggRobos to do it for him; as it stands, it only really makes sense for him to do it personally if Mushroom Valley/Hill were the first zone and he still had no idea Sonic and Tails were on the island. For that matter, we never find out why Knuckles is okay with Eggman capturing island critters and putting them in his robots - I can buy maybe Eggman explaining that Sonic started the forest fire while he wasn't looking, but this is such a massive transgression to overlook. Knuckles is fully aware that Eggman is disrupting his island's wildlife - what gives, Knuckles?
