Interesting. This is the version I have, american version, released in 2000 as well. For some reasons I have have the CD+Booklet twice, one of which is sealed... Is it the same version?
The graphics are slightly worse than the sourcenext version although it's only noticeable at high resolution and with a proper screen.

Do you have a link to that torrent? I'd be interested. I recall having already downloaded it though.
Sadly RE3 is very hard to mod comared to RE2 which is why it doesn't have mods. It comes from the fact that a lot of events are semi-random or are decided depending on actions and choices you make, so if you try to mod it and change one thing it can break it all and make the game crash. Once somebdy was making a full mod for it though which looked promising, but just like most other big scale mods (Dark Biohazard for RE2...) it diseappeared of the internet with no explanation given.
