Generally my strategy involves tanking a few council members in the bottleneck at the top of the stairs and absorbing damage for the merc, stunning and debuffing them. The council itself will sometimes have monster attributes that just erase your merc and you'll have to abandon that game.

unfortunately you have to be pretty high level to get the best gambling rolls but I've still gambled some good stuff at 91
