They made moeshit cause that's what the fanbase wanted. They just didn't tell them "Oh you can perform brutal as fuck fatalities on them" and 2ch had a shitfit over it during the location tests. They were one of the reasons a censored version had to be done on top of the Sasebo slashing.

But then fanbases were just as fucking weird. They wanted a maid character so they ended up with Iroha in that Atomiswave game for one.
