It was "1987 through 1996" so no, nobody had Windows '98, ME, or XP computers. Here's some actual numbers to show that guy's either from a highly unusual neighborhood or just talking out his ass. It's 1990-1997, but that's close enough.

The highest percentage of computer ownership was among households with someone in grad school, at 35% in 1990, but still only 65% in 1997.
