IIRC, there was a heat wave in Raccoon City (I think that might've been just the shitty movie that said that though)

From the games alone, we know that Jill was already forced into an early retirement from STARS after the mansion, so she didn't have her uniform and just dressed casual. Probably wanted something light and easy to run in.

Also, the game begins with her apartment catching fire and her running out into an alleyway. I'm assuming she might not have had time to dress in a jacket and pants.

Also, it was the late 90's. Girls dressed like street walkers as casual wear and guys tended to have the bleach blonde spiky hair and tank tops and you started seeing those bowling shirts with flames on the side or the bowling shirts with the "exotic" designs like dragons, white tigers and generic anime-looking samurai dudes. The shirts and frosted spiky hair became more of a thing in the early 2000's but you started seeing it around 1998 and 1999 in a lot of places.

This was an era when black trenchcoats and sunglasses were considered unironically cool and you'd probably see a twenty-something woman dress like a thot as casual wear in the summer. Especially in a redneck mountain town like Raccoon City supposedly was.

TLDR - The game was set in Appalachia back in the 90's. It'd be weirder if Jill didn't dress like a white trash prostitute.
