It's honestly not, I maintain what I said that it's over-rated for what it is, but I'd say it's worth a playthrough. It's just not in the same league as the original trilogy, Knuckles, or CD.

The trouble is a lot of the experience is discordant, inconsistent, and gimmicky. I would say when it's good, it's really good. The action stages are good but have limited replay value. You just can't take the whole thing too seriously. The soundtrack is fantastic, and while the graphics certainly haven't held up it's still a bright, engaged, and breezy game.

Also, as >>6708276 said if you don't have a Dreamcast play the PC version with the Dreamcast Conversion mod. No other version of the game, such as the original PC, Gamecube, Xbox 360 and PS3 HD ports, should even be on the table. These versions are ported from the PC port, and have all of the same issues. Not only are there a ton of graphical bugs and inconsistencies, the gameplay is severely hampered, many of the bosses have their AI routines broken as just one example.

The DC conversion mod is ridiculously thorough and well-done, and easy to install. It also offers full HD resolution fixes, you simply change your resolution to whatever your monitor's is, though 4:3 is recommended for the authentic experience.
