that's the thing though—it can. you can go to Netherlands or France and see beautiful places you'll remember for years. but you likely wouldn't want a trip to some generic grey urban shithole that only has office buildings and parking lots.
similarly, you can make a realistic game in a colorful environment, like GTA Vice City. or at least somewhere dark but interesting, like Vagrant Story. too bad though that most modern games look like some random Google Maps screenshot.
games stopped trying to create surreal places beyond imagination, the current year FPS games have environments that are about as imaginative as New York subway.
