Not bullshit at all, it's literally how it works.
At around 300TVL you don't have horizontal blank lines so you only have the spacing of the pixels.
This is also why 480i looks better on low end sets because the interlacing lines blend in with each-other and that decreases the perceivable flicker.

The maker of the shader still hasn't done an 8K version of this but I think it works fine in 1080p and 4K.

Slot Mask and Shadow Mask also makes the effect less pronounced due to the way they're laid out compared to Aperture Grill tech.
Composite and S-Video can also soften the image but often times it's not ideal.

600 lines is great for 480p games and okay for 240p but not ideal, that said 240p on 600tvl sets can look less harsh in Shadow Mask or Slot Mask.
Also there's the fact that many TVs which were advertised as being "600TVL" were not actually 600tvl.
For example JVC advertised many of their TVs as "700TVL" or something like that but in reality they were half of that and they were counting both Horizontal and Vertical Lines.
Your TV doesn't look very sharp if it indeed is a 600TVL set but it could be just the camera focus.
