The illustrator of the light novel drew the design for Lina before he got word of the whole Lina being flat thing. (For the pilot chapter IIRC). At the time there was another series (a manga I believe?) that had really big boobs and as such they said "well, I guess that's flat in comparison" and just stuck with the original character design.
