Huh, so it is.
And given the huge sci-fi shotgun Sly's holding there, I guess they wanted to cover that, as it'd look out of place.

Problem being that the resulting Frankengun also looks extremely out of place, looking nothing like any weapon seen in the game, and by itself looking very strange.
Also his face is looking pretty funny.
It reflects the low budget B-movie charm of the first game though, because of how fucking hokey it looks.

Personally, I'd just have taken a photo of one of the actors with the shotgun, possibly in front of a green screen, depending on what I wanted the scene to be.
Getting really extravagant, I'd have him in a firing pose, with two or three guys in zombie getup in the frame, moving to him, maybe one of them recoiling as if shot.
Then I'd have the photo translated into a painting by an artist, adding a big powerful muzzleflash to the shotgun, which casts lots of bright light, and splattering gore from the zombie. The impression I'm getting is that Capcom treated it as a low budget game, so they wouldn't allot money to a fancy cover, but I'd have used money out of my own pocket just to see it done, to wrap the game up in a nice and pulpy looking packaging.
