While it had higher specs than the NES (and IIRC a faster processor than the SNES, but don't quote me on that!), I don't think there was anything about it that made it "the shooter system." I think it just came out at the time when shooters were at the height of their popularity, so it received a lot of those (and comparatively less platformers or action games, it sometimes seems like). So it's like a time capsule of what was popular then; by the time the SNES and Genesis were getting into swing, tastes and profits had shifted towards other genres (not totally tho: Gradius III an SNES launch title! crazy to think).

That being said, the console's color and ram expansions made it truly a dumping ground of visual novels, digital comics, and sim games, far outpacing the NES, SNES, or Genesis in those categories.
