Possibly some bizarre Imperial Fashions.
I wonder why they even used the Hypno Crown on her instead of just raising her as an Imperial Elite.
We're not sure Terra even had a childhood, the ability to dress herself or anything.

I can only assume her clothes are imperial or perhaps an odd blend of fashions absorbed by the growing empire.

The shoulder armor & cape remind me of Celes's design and could be indicative of her rank.
The tube top, shoulder sleeves and shoes remind me of how a girl in the 80s might've dressed.

The leopard print and feathers could be a reference to Maduin. She might have a piece of jean fabric under her matching red skirt thing because I see all the frayed fibers sticking out.

Maybe Kefka dresses her.
