It's strange how some systems employed startup UEFI while others didn't. ColecoVision used UEFI, as well as the Sega System and Sega CD. I think SNES did too.
Atari VCS didn't have UEFI, nor did NES or Sega Genesis.

Stranger still is that these UEFIs were often copyrighted, forcing us to find them to use emulators. In the age of emulators this actually has some sense to it, but 35 years ago it wasn't within the average person's ability to manufacture their own pirated video game system copy, as if legal protection for the UEFI would make any real difference.
Maybe that's why the Dendy was available in the USSR, their was no UEFI and therefore no UEFI code to copyright and inhibition distribution, unlike the SEGA System which did have UEFI but no pirated versions ui the USSR.
