Numpads on consoles were a solution to an upcoming problem which never arrived. Back in the late 70s, when home computers started to become a real thing, there was an expectation that video games are about to become more complicated due to consoles being eventually replaced by proper computers. More complicated games mean more complicated control schemes. This prompted console manufacturers to preempt that philosophy shift by adding as much buttons to controllers as they could.
Atari 400 was supposed to be a simple Atari 2600 successor console, but they plopped a keyboard on it to play Star Raiders, and then it somehow got rebranded as a computer. It was seen as a natural evolution of gaming medium.
