If we're judging purely by the SNES timeline (AKA no Krystal or Amanda), love interests weren't really a thing outside of Fara for Fox. Even then, she was exclusive to the Nintendo Power comics and she was seemingly replaced by Fay, seeing as how they have strikingly similar backstories. Perhaps if the game released back in '96 the canines would have fucked, but that's just speculation.

In the CES prototype of SF2, Miyu's Arwing is codenamed "MW-001" and Fay's is codenamed "FO-001". This hints that their last names originally started with a W and an O respectively. With that being said, Dylan Cuthburt remembers calling them "Miyu Swift" and "Fay Sinclair" during development.
