CRT Royale =/= CRT Royale Kurozumi

>filters always dim the picture too much
They don't
You just don't have a bright enough monitor to do them justice.
CRT Phosphor shines at over 10000 nits for a very brief period(a few microseconds to a millisecond) and Electron Gun itself is much higher than that.

An HDR supported CRT shader like Sony Megatron looks very similar to a BVM and you can also force HDR on CRT Royale or CRT Royale Kurozumi if you have a bright enough monitor(>1000 nits HDR LCD Monitor)

You're also ignoring the fact high line BVM CRTs are less bright than mid-tier consumer sets
Pic related BVM-D32E1WE vs Philips 28PT4458/01
Notice how much darker the BVM is?
Even with CRTs there is a trade-off between high resolution sharpness and brightness
