I'm saying the "extra steps" you're talking about are so minor and effortless it's hardly a negative.

Like getting and equipping an item for example. Nobody said you can't go to 40 doing this either (it would make getting to 40 easier actually). If you're considering 40 promotions, Sheela drops off even more.

Sheela gains at a lower rate than both Karna and Sarah as monks. See pic related.

Somebody tested it, for most units you actually have a 100% chance to hit. Slow also lowers enemy defense, making it easier for your other party members to kill and get experience (everybody can hit harder, not just the boosted units).

I can accept "overrated compared to Karna and Freyja," but "extremely mediocre" doesn't sound right when she's still more useful than over half of the units you get.
