Doesn't matter these days. A decent PC and a FPGA will get same results, they are built on the same documentation and reverse engineering.
It's true though that a good PC with run-ahead, using a CRT and low latency controller like DS4/DSense can have lower latency than the original hardware, so you can configure it to be 1:1 in terms of latency, but FPGA based solutions are usually too, depends on the FPGA hardware package.
