Well what I mean by the time it takes to move back is there is a specific speed, size, and number of lines to be drawn on the screen, and so much screen real estate to draw them on. Yeah, a CRT could probably draw the entire surface at once over and over leaving nothing black at all, but for some reason they don't do that.
