You made me look. Looks like the registration card may have come into contact with some oily substance at one time causing the discoloration on one half. Now that you mention it, I am surprised the mini-poster is of a different material. I just picked it up from the shelf at some store and did not have access inside the box, so if it lacked the items I wouldn't have been upset given its low cost, but I am glad it does have it.
