Hot Pursuit has unique things that makes it worth playing like F355, Countach, Nazca, XJR-15, El Nino. The tracks are more like Sega arcade stuff based around setpieces and distinct themes unlike High Stakes tracks which are all countryside.
From the gameplay perspective, Hot Pursuit is also distinct. It has arcade mode that plays like Daytona USA with controlled drifting and sim mode which features actual car tuning and the car controls are very realistic for an old NFS title. High Stakes does not feature tuning and its physics model is something in between of two HP modes. The general feel of the car in HS is heavy and simcade-like but drifting is made way easier than HP simulation mode and the car is less prone to skidding and spinning out. So I'd say High Stakes is not a better Hot Pursuit. Both games are equally worth playing.

I think PS1 High Stakes is almost as good, just with a easier side brake drifting.
I almost got filtered by pic related (simulation mode, arcade is very simplistic). After playing too much High Stakes, NFS3 felt very wrong. I assumed that default car settings should be somewhat fine, because in something like Gran Turismo you can easily play through the game without tweaking anything and it plays fine, unless you want to shave some more seconds off your lap times. But NFS3 is fucking unplayable with default settings.
Setting soft suspension, faster steering and rear brake balance (all around 66% into orange levels) made the car handling as good as High Stakes, maybe just a bit harder. It is way easier to overcompensate steering and skid out, for example.
