Snatcher (1994)
The Japanese guy is someone from Konami. To his right is Jeremy Blaustein, the localization lead for the game (and later Metal Gear Solid and more), and to Blaustein's right I believe is Scott Hards, the translator. Everyone else did voice acting.

You can play them in whichever order since they don't take place in the same universe, but there are a couple of small Snatcher references in Policenauts. In any case, I would recommend trying Snatcher first, especially since it had an official Western localization (which was excellently done, in my opinion).
