I dismissed Spirits back when I played it using my acekard because the tutorial levels seemed endless and also because I was anxious to try as many games as possible, but I repent not having given it the attention it deserves. The main attraction of it was the level editor and the ability to exchange levels with other people through sound files, which should mean it still should be possible to transfer levels from DS to DS without even needing an internet connection, just get the sound file and use the DS mic to "download" it.
Not sure how well it works but I've read it works.
Anyway, I think Bangai-O is rather unique, not just because it's not an auto-scroller shooter, but also because of the way you control Bangai-O, it's a mix of platforming with flying, and the missile launching mechanic itano-circus style is pretty unique.
I know that the game was a sort of spiritual successor or inspiration by an old home computer japanese game from the 80s called Hover Attack.

On the N64 version it's a bit more difficult because you need to level up first, but they took that out of the Dreamcast version.

Speaking of Bangai-O, what do you guys think of the differences between N64 and DC versions?

N64:

>Utilizes a combo system instead of the explosion meter. After destroying at least 100 enemies in quick succession with a special attack or otherwise, the player gets a combo meter that tracks the number of enemies destroyed. When the combo stops, a portal opens that when touched opens a menu which allows the player to choose to upgrade their firepower, refill their life, take a large point bonus, or gain temporary invincibility. The level of the upgrades, life refill, and point bonus are determined by the size of the combo, invincibility is only given as an option from very large combos.
>The special attack is generally less effective. It must be charged (by holding down the button) in order to reach its full potential.
>Riki's shots do more damage than Mami's shots. Mami's shots are semi-homing in that they target enemies after bouncing off a wall.

Dreamcast:


>The explosion counter replaced the combo system, and the "shop" was done away with entirely. Life and Invincibility powerups automatically drop with high explosion counts.
>The special attack's strength is based only on the amount and proximity of incoming fire, no charging required. However, the player can only hold up to five special attacks at a time instead of the N64 version's 10.
>Riki and Mami's shots do the same damage. Mami's shots are lasers instead of missiles, and rebound off walls at fixed angles at all times.

I think I prefer the N64 version although mostly because of how great it feels playing with the N64 controller, the C buttons feel better to shoot in all directions as opposed to the DC's regular face buttons.
I'm also trying to get good with the left-side position, using the d-pad to move and the 3D stick to shoot. It definitely feels like the best scheme and the most arcade-y.

It's hard to pick between PDII and Sin and Punishment, I mean they're very different. PDII is a great on-rail shooter, while S&P is, if I'm not mistaken, from the family of "cabal shooters", because of the similarity with Cabal... so it has more to do with games like Wild Guns than Panzer Dragoon or Starfox.

But since OP just said "best shooters", I guess we don't need to be divisive with genres and subgenres.

It has a couple of subtle differences. Like on N64 the only way to get powerups is by making combos and accessing the old lady store. N64 feels more difficult overall, but the swift controls make up for it.
