Why does the Sonic 3 sprite look so retarded?

I've thoroughly tried to search this out on the web for hours, but I still couldn't find any proper full info on this anywhere, despite my "problem with emulation" usually being a common thing.

Anyway, I'm using Snes9x and I've seen on the web how people were removing it's default 60 FPS cap while NOT applying any frame-skipping at all. It's like setting maximum FPS in ePSXe, which essentially increases game's speed without skipping any frames at all. HOW in the flying rat's ass hell do I do this with Snes9x in particular? There's no options anywhere for that in emulator's own menus, .ini/config file doesn't show a relevant string either, and the only thing that Snes9x is offering is a "increase in FPS via frame skipping", which is utter fucking garbage bullshit. I know for a fact that you can remove the 60 FPS cap limiter and manually set maximum FPS values for this emulator, because I've seen people on the internet do that, but HOW EXACTLY do you do this with this shit!? Please halp.

P.S.
I'm using the latest stable build of Snes9x and my hardware is powerful enough to technically run this at 9001+ FPS, but all I want is just to increase it from the locked-by-default 60 to slightly higher values (like 62, or up to 80, depending on game) since I've more comfortable with playing slow J-RPGs that way.

I have personally always found the S3&K art direction to be ugly as fuck in comparison to 1/2/CD
